Cloud9 is a cloud service to develop websites and applications in the browser. But in the preconfigured "PHP, Apache & MySQL" profile, only PHP 5.5 is installed. To upgrade the workspace to PHP 7, we need some handwork inside the terminal:

sudo add-apt-repository ppa:ondrej/php -y
sudo apt-get update -y

sudo apt-get install php7.0-curl php7.0-dev php7.0-gd php7.0-intl php7.0-mcrypt php7.0-json php7.0-mysql php7.0-opcache php7.0-bcmath php7.0-mbstring php7.0-soap php7.0-xml php7.0-xdebug

sudo a2dismod php5
sudo apt-get install libapache2-mod-php7.0 -y

After that now the C9 workspace runs with PHP 7.
